About Joyce Swetlick

Joyce Swetlick is a co-founder of the Duke-UNC TTS Training Program. She served as Director of Tobacco Cessation for the NC Tobacco Prevention and Control Branch for 16 years until her retirement in 2025. Our partial scholarship program is named in Joyce's honor to recognize her exemplary leadership and compassion in helping tobacco users quit.

Joyce's many accomplishments include:

  • Taking QuitlineNC to new heights: Since QuitlineNC launched in 2005, between 23,150 and 54,847 NC tobacco users who utilized QuitlineNC coaching have quit using tobacco. Joyce led efforts to modernize QuitlineNC to increase reach efforts through talk, text or type. She developed a public-private partnership program to allow partners to enhance their access to QuitlineNC by paying for member, residents, or employee services.

  • Joyce also developed a nationally recognized partnership with NC Medicaid to fully integrate standard-of-care tobacco treatment into prepaid health plan services in tobacco-free facility. She modeled a clear focus on health equity in planning the most effective use of QuitlineNC funds, Juul Settlement funds, and CDC COVID Disparities funds.

  • Joyce also used her dry sense of humor to do fabulous role playing as a “mock patient” in Duke-UNC TTS Trainings, working to “stump the doctor” and using great inpatient virtual backgrounds!
